The project commences in March 2023 and the GMSL formulate their approach. Desk study of the VRR reservoir system is completed with the GMSL team going all the way back to the 1980s to dig up key documents and research on what was then future-forecasts of problems that might arise. A reconnaissance of the VRR was partially completed due to a vehicular mishap.
